You want snow in the Tropics? It doesn't snow in the Tropical Biome.
The biome matters with a lot. Add some polar bears, the cost of keeping the exhibit cold is huge. Just as if the biome is a cold biome, it costs a lot to heat for lions. I would suggest not discounting the importance of the biome you are playing in.

I have cold biomes for my breeding and welfare of cold weather animals, similarly hot biomes for those types of animals. For an all in one zoo I would go with grassland which means heat and cold may be a little cheaper if you set the coolers/heaters correctly and the main temp is near adequate.
So a possible decision set up:
Biomes:
Tundra - cold animals
Taiga - cold/normal animals
Grassland - cold/normal/hot animals
Desert - cold/normal/hot animals
Temperate - normal/hot animals
Tropics - hot animals
Continents:
Africa - hot
Asia - cold/normal/hot
Europe - cold/normal/hot
North America - cold/normal/hot
South America - cold/normal/ hot
Antartica - cold
