Report a translation problem
If the maximum wait time setting is too short, guests won't be able to embark. Wait time starts from as soon as the car docks in the station (i.e. before any guests disembark) and it can take as long as 30 seconds for a car to fully empty, meaning if you have a maximum wait time of less than 30 seconds it may have timed out by the time anyone can get on (since all guests have to disembark before new ones can embark).
If you have the setting checked for cars not blocking the station, a car coming into the station behind the current one will cause the current one to set off immediately after any guests have disembarked. Again, this means that if there hasn't been time for guests to embark before a second car comes to the station, it will set off without any passengers.
If it is neither of these issues, then it may be a bug. In one of my games, I had one station where guests were't allowed to embark even though there was free space and time to do so. I deleted the entrance and the queue and rebuilt them and it seemed to work fine after that. So that might be your problem. You can maybe check if this is the problem by watching the entrance gate on the station. If it's no opening, there's an issue and I'd try replacing the entrance.
