How to prevent litter?
I've placed a lot of bins and CCTV yet guests still litter. How to prevent this?

Hire more caretakers.

Put more bins and hire more caretakers. Have a look at any photo of any Disney property. Bins everywhere, caretakers all over the place.

bins, bins and more bins. An insane amount of bins will do the trick. and caretakers.
Keep in mind that these guests are pigs

Is this enough bins? (They still leaves tons of litter right here, btw, which causes me to get the "Too much litter" message)

Don't have paths. Seems to solve the problem.
I've even seen guests leaving litter inside the walk-in habitats. That's just ♥♥♥♥♥♥.

Sometimes guests will throw ♥♥♥♥ on the ground next to a garbage can, I guess its more realistic lol but if you ever played rollercoaster tycoon that's been around along time in these types of games. Your janitors are 1 of your most important employees. I'd argue above vendors. I've always stuck with a 1/3 ratio between security guards and janitors with this type of game, on this game I'd argue 5 janitors for every security gaurd your park requires instead of 3. Partly because if guests are happy you have less crime and litter on here seems to impact guest happiness more then other games I've played. In short place plenty of bins but expect to need to hire lots of janitors. If you have alot of janitors maybe rework the work zones.
The problem is you can't designate janitors to certain paths.

Most of the time when I get the litter notification, I have to find a janitor and manually move them over to the trash because more often than not my janitors are "wandering" around in the staff only area of the park.

Spread out your break rooms. I find employees work outward from that break room, after they walk too far they get tired and turn around. I try to have a break room n mechanic every couple exibits. Alot of times I plan different exhibit areas like you would themeing areas in a theme park n try to do like maybe 3/4most exibits to a zone with a mechanic shop and break room. I also will try to have a food court and gift shop for each zone with their own break room since and usually have to work zones for that area so employees don't use the wrong break room. Be mindful of break room perks, rec room they'll regenerate faster and be in the park more often, health care will allow them to work longer so good for larger zones or heavily trafficed areas. Pr will increase guest happiness when they are around, security will decrease crime around of the employee. Perks increase running cost but it out weights skipping them to save money.
