Now i suddenly lost -30000 somehow. This is the Great Safari nightmare...
The only solution i see, to nuke the entire place at the beginning and build my own park from nothing
My suggestion is as follows:
Do not train your staff beyond 3 star until you have a very big profit window to pay the wages. Similarly, hold off the animal food level until you need it to boost animal welfare for any scenario requirement that needs it. I also set up work groups seeing as the zoo is so big, to restrict workers into specific areas. There also is no workshop for mechanic research, so locate the area between the unfinished pathway and unfinished 4x4 vehicle line where there is space for a staff room and workshop. Have a mechanic or two work in that area and keep water treatment nearest that area powered and working as it is cleaning the big lake and you don't wan't sick animals.
There are spaces for 3 additional exhibit buildings where the existing one is. Put a breeding pair of animals in each one and keep them flowing when they have children so that the youngest pair are always breeding. Sell those you push to trade for money.
If you recall the starting blurb about the scenario it is unfinished. So, while you wait for the exhibit animals to breed and provide some additional funds, go through each habitat and make sure the animals are at peak welfare. Move the zebras in with the giraffe and antelopes habitat as they will boost each other's welfare and give the elephants more room.
Identify any excess water pools in habitats that aren't covered by the water treatment facilities and cover them with rocks etc to stop animals from drinking it and getting sick.
The Gold Requirements will ask you to adopt and breed cheetah and lions ... there is an open area where these can be planned and placed with shops helping to bring the people into the area and start spending money while you work through the earlier tasks.
From memory you need conservation and education more than anything else so make sure each habitat has its education viewers set up and donation bins nearby.
The rest should be reasonably easy to do.
