Tutorial: Bengal Tigers
Raise the habitat quality to 100%, it's not possible. Even if I paint Long Grass at 100% strength I get up to 99%, but then no soil or short grass.

As over 50% can be soil try painting the whole habitat with soil then reduce your brush size to like 3 or 4 and the intensity down to 50% or lower and slowly add long grass over the soil until that is correct (about 34%) then add a little short grass and rock if needed over more of the soil until those go green - do NOT blast away at 100% intensity and a large brush it just won't work

I just checked that tutorial - all you have to do is paint in soil - no idea why you are painting long grass at 100%
