If you mean something other than a habitat...no idea wth you're talking about.
Also, make sure the option in the barrier is set to be a habitat barrier, which is a toggleable checkbox in the second tab over in the bottom right when placing barriers. For me it always changes itself back to "on" automatically after I do something with it off, so I doubt that's your issue, but check to be sure.
Yes, I mean a habitat, but also with a gate it isn't recogniced as a habitat. Only when I build the barriers in one run and put the gate in.
Therefor my info speakers don't cause any power costs now.
