If it is the one I am thinking of ... raising the fence to 4m ? What you have to do is select the fence, and click edit barrier. You should then see one segment highlighted with one or two left/right arrows connected to it .. hold and drag one of those in the direction it is facing and select all the fence segments. Then at the top of the fence should be an up arrow ( if I remember rightly ) .. this is the raise height tool, Hold and drag that up until the height number is around the 4, mark .. for the tutorial make sure they are all at least 4m. You should get completion then.
Another one I initially had problems with was placing a building next to the habitat where the blue square is highlighting ... This one is a might be awkward as you have to fit it precisely in that box .. I think they suggest you use the Z key, or I looked it up to find out how I could rotate it... to rotate hold Z down while moving the mouse to freely move the building around, or click Z for a 90 degree turn.
I don't remember having any problems with the terrain painting but the terrain tab should display which paint is okay ( green ) or bad ( red )... there is a white line that shows where it is compared to where it should be .. so look to see which ones are under painted and use that to cover over the areas that are over painted .. rinse and repeat until they all go green.
Hope that helps you all, if you are still stuck there .. or any others that come across this with the same problems.
