Water Exhibits Freezing
Literally cannot create a water exhibit without the zoo freezing when trying to build. Although, it doesn't register as a freeze?
The game is frozen, can't do anything with it at the time, but it isn't registering as a freeze at all, so it can't be reported. I have to control/alt/delete and go into task manager to exit the game.

I'm not the only one experiencing this issue. I have friends that play who also experience this.

Tried using a heater to keep the water from freezing?

You misunderstood the OP. Their game is freezing when making a water exhibit, not the water freezing due to coldness lol.

Have you tried to lower the graphcs on water effects in settings to see if that helps?

Post your system specs. Sounds like a processor is getting overloaded causing the game to crash. Seen another issue exactly like this and they ended up being on an older laptop well below minimum requirements.

It certainly isn't my processor. I run way more advanced games than this without any issue.
AMD Ryzen 7 - (8 core) 3.60 ghz.
16GB ram.

Been playing around with it more. It only seems to happen when I go to edit/move anything within the water exhibit. (Including animals). It is very specific.
I've tried removing the water before editing, and it will still do it once I add the water again.

I have no issue at all when placing water in the ground or at ground level. Only when it is raised, or touching glass for a water viewing area for aquatic animals.
