Why is the exhibit building locked in Great Caldera Safari Park?

There is a building on this level that contains one exhibit (an iguana I think) and has three spots that are exactly the right size to add more exhibits, but you can't actually place them because the building is locked so they can't be added to the building and they're apparently obstructed, despite there being nothing visibly in the way. This seems like an oversight.

It takes some time but they are able to be filled up with exhibits .. I switched to advanced movement ( X ) to fit them in but it did take some time so have the game paused while you do this rofl.

Edit: OK I just found a much simpler way to get them in place. Instead of trying to place exhibit item from menu, select the existing exhibit and use Ctrl+D to duplicate, for whatever reason it snaps the duplicate to the same grid, automagically getting it in the right place.
