Yep, the door is next to a power generator.
It is 100% closed. I even deleted and rebuilt it so there are no mountains or anything else that could be a factor. I tried making another enclosure in a completely different area of the map and have the same problem. I get the red icon.

I hired both zoo keepers and caretakers and assigned them to the work zone with this habitat.
* I deleted the trade center, which originally was the Planet Zoo trade center. I replaced it with a basic trade center.
* I moved the trade center to be right next to the exhibit.
* the original trade center was on the other side of a bridge. Not sure if that was a factor
* I hired a caretaker and did NOT assign it to any work zone. This caretaker is the one that started delivering the animals.
Of those things, I suspect that assigning caretakers to a habitat prevents them from transporting animals. It could be a bug. Only the unassigned one would do it.
