When placing the free attach one on an existing structure you use Z and X to advanced move and rotate them into the correct visual place.

.... That's an odd and unfortunate bug, as someone who enjoys looking at my camera views, but thanks for at least bringing the fact that we CAN look through our cameras to my attention! This is a pleasant surprise I didn't expect. Now if only they fix the view direction. :D

At this point, you can cycle through. However, the camera point is still screwed up

And I think this isn't just a visual thing, either - there's a Career level where you have to keep the number of crimes below 12 and you can't hire more security, so you have to add cameras. And I kept adding cameras and the number of crimes didn't get lower on average... until I used camera view to see what they were seeing, found out it was the other way around, and flipped them all over. It lowered the average crime amount from about 16 to 4.

I don't know FOR SURE. Game documentation is... deficient. What I CAN tell you is that when I turned all my cameras around I went from 14-18 crimes per reporter visit to 4, which is a big enough difference to suggest an influence.

You can move the camera view itself with the 3rd mouse button. i always assumed that the camera watches that area after you moved the field of view.
