I assure you, food filling is working properly.
This is incorrect. It is a known bug that there is an issue with pathfinding and keepers filling feeders. There are some workarounds you can try (try moving the food and water bowls around the habitat a few times, make sure you have one or even two keepers assigned to that habitat and nowhere else, make sure both a staff room and a keeper hut are extremely close by, etc) but none of these are a guaranteed fix and even after trying these, people are experiencing problems. I've seen it suggested to remove the enrichment feeders altogether, as keepers assume if those are full then the animal doesn't need their tray filled. I haven't had a lot of success in my game unless I have no enrichment feeders and assign two zookeepers to each exhibit, so that they never are tired and refuse to fill the trays. It's super obnoxious, but it's definitely a known bug. Sorry.
Also remember to assign your staff to that zone, I like to save each enclosure as its own work zone then I can easily see which staff member is tending to what
