To be clear I mean a tunnel so guests walk under the water.
I don`t know how it works if you want to walk under the water. I only tried this...

Then if i run a path through that structure (ofcourse make sure the entrence and exits are properly sealed) Then it won't let me place the water at all. Not even with the barrier around it as shown in your picture.
ah ok mate. I`m sorry i misunderstood. Then i think it is a bug.
that could work if you placed a building on other side of path and then a building on top (using building on either side of path as base and filled it with water. Would kind of look like its underground.
I found the same problem with path and fill in water
