Response teams, at least going by the Wiki, are highly trained and heavily armed.[scp-wiki.wikidot.com] Not as good as MTF, but I think saying they're barely better than guards is a bit of a stretch-
I did have an actual question though: Right now the weapons are balanced alright between guards/MTF, so what would the Response Team spawn with?
Right they are, but I doubt they're as mentally trained as a Mobile Task Force like Epsilon-11. It makes sense if the response teams break down under pressure, but a Mobile Task Force should be much more professional.
The current MTF don't feel like MTF though. It'd make more sense to swap out the current MTF and just rename them to "Response Team". When Epsilon-11 does arrive, they could have overall more gear and equipment for dealing with SCPs.
