In short, the Chaos Insurgency is unknowingly working to set out "the Plan" of an anomalous engine, simply called "the Engine".
Only Delta Command know of the Engine's existence, a member of which is basically the prophet of the Insurgency, being in constant telepathic communication with the Engine. It's 'mouthpiece'.
I didn't look into this more deeply until now, so forget my suggestion completely. Everyone but the Engineer and the rest of Delta Command have knowledge on the Engine, so the average CI shouldn't feel anything strange.
Since the Foundation's universe actively makes a point that there's no canon, this is my headcanon. It's a much better excuse for there being a Chaos Insurgency than it simply being a bunch of idiots who thought "Chaos Insurgency" was a good name for their paramilitary. Instead, an engine, sometimes even referred to as "the Chaos Engine", would've been the one to name this insurgency.
so 079 has to fight for control of the cameras, kinda like BF4 commander vs commander fight.
Only one of their members, and the thing they appease to, are anomalies.
