Typing host in the console would host the server without any portforwarding needed
and people would be able to join if they had your ip (ipv4 found from sites like "what is my ip" would work)
It could be that your grabbing it from task manager which displays the wrong ipv4 sometimes or atleast for me, Usually I just get my ip from sites like what is my ip / ipv4
