Can a SCP server be cloud hosted?

Yes, why not? It works on Linux. I've tested my script https://steamcommunity.com/app/700330/discussions/1/3288067088110874948/ on all Hetzner Cloudserver OSes available and they all worked out of the box!
You might want to have a look at that script, it's perfect for cloud hosting ;).

It just depends on the CPU speed if the server starts lagging on 20 people. Plus I recommend having at least 2GB of RAM (thats the current gameservers memory cap).
