One team left, round won't end

Recently, on my server, Dog's Cavern, the round will not end. This is a public server, and there are one member for every team. If there are any settings in config_gameplay.txt, please say so. Thank you.

One member on every team
So there is 1 D-class or CI, 1 Scientists or NTF, and 1 SCP

Round won't end until either the scientist/NTF die OR the SCP and the CI or D-class dies.
