"You have been rate limited. Please try again in a few seconds" Error

What does this error mean, and how could it be troubleshooted? I sometimes get it when trying to join a server or between matches, but my girlfriend gets it almost half the time she plays.

This happens when you send too many requests to the server. But if you are getting this between matches, you may need to tell the server owner to lower the limit.
