Slow Loading And Server Connection Issues
I managed to play this game relatively fine the past few months. No major connection or lag issues. However, I am now at a new location with a new router, and I noticed several issues.

1. When starting the game, the loading time to the main menu takes around 40 seconds to 1 minute. Most of this time is taken up by a black screen before the normal "Please Wait" message appears. Any mouse clicking during the black screen period results in the game crashing. Before moving, this process would take around 20 seconds at most.

2. The (floaty) movement of the server list causes a noticeable amount of lag. I had no such error before, or at least none that I noticed.

3. The main issue: connecting to servers. Since moving, I now spend around 40 seconds to often over a minute after clicking a server on either the "Establishing Connection"
or "Connected. Loading the level" text. More often than not, it's the latter that takes up that minute. From there, it either sometimes loads normally and seemingly connects to the server for a few seconds before displaying the "Connection lost (timed out)" and go straight to the "timed out" message. This issue has gotten worse over time.
A week or so ago, the connection took awhile to load, but I was able to connect 1 out of 3 times. Now I'm lucky to get it working in 1 of 10.

I was recently able to play a single game with 4 people total, but another recent common issue came up. When the round restarts, my connection times out and I'm kicked out.

I've tried updating my Nvidia graphics driver, making sure my ethernet was plugged in correctly, restarting Steam, reinstalling the game, doing speed tests via Google (which said my connection was very fast), sticking to nearby servers, and making sure my Windows firewall allowed the game through. None of these have worked. The only thing left that I can think of is to try restarting my router, but that may cause problems with some people I'm with, so I'm avoiding doing so unless necessary. Let me know if any more information is needed. I would appreciate any help given.

My Specs

OS: Windows 7 64 bit
Processor: Intel(R) Core i5-4690K CPU @ 3.50Ghz
Memory: 16000 MB RAM
Graphics: GeForce GTX 970
DirectX: Version 11

The connection issues sound a lot like it is caused by either your connection at your new location, or your new router.
If you still have it, try plugging in your new router for a day or 2 and see if that changes anything about your connection issues (preferably this could be done later at night to avoid disturbing any other people on your internet)

For the server list, the menu has always been bad for lag. Try enabling V-sync (or possibly disabling it if it is already enabled).

For the long loading times of the "please wait" screen, that could be due to slow disk speeds. Try deleting some things from your drive that are no longer needed.

If none of this helps, try completely reinstalling your drivers instead of just simply updating them.
I have a similar situation where im in a server the closest to where i live and the round ends. theres two ways it happens to me. 1: im able to connect but the round already started without me and im a spectator. 2: I get disconnected cuz the server got filled quickly
