You need to log into your network through the admin account in order to port-forward.

You can get instructions there based on your router. I believe you only need to forward port 7777.
I don't think there's any part of port-forwarding that involves email.
You can either set up a listen server (select "Create Game" from the game's menu) or create a dedicated server (download and run server software for SCP: SL). I haven't set up a dedicated server for this game, so I don't know the exact process.
A listen server is run through the game and will only work as long as the host (you, in this case) is running the actual game. A dedicated server is run through a separate executable and will run as long as the executable is running, meaning you can leave the server up as long as your computer is on without having to run the game. You can also rent a dedicated server from a third party, and it would be faster and wouldn't require your computer to run, though you would have to pay. Dedicated servers typically offer more options as well.
If you don't need anything too demanding, a listen server is easier to set up.
Well, the first step is to forward port 7777. Then, from SCP: SL's directory (C:\Program Files (x86)\Steam\steamapps\common\SCP Secret Laboratory), run appdata.bat, and that will take you to the folder with server settings. You can use config_remoteadmin.txt to set up an admin password or assign admin privileges to a specific IP, you can use config_gameplay.txt to set up certain balance options and adjust basic server settings (like name and max players). From there, you should just be able to click "Create Game" from the menu and other people should be able to join your server (by connecting directly using the IP, or searching for its name).
I think the contact email is for setting up a dedicated server. You shouldn't need that for just a listen server.
