I'm missing Overwatch and FacilityManagement permissions on my own server?

I added these 4 at the bottom but that didn't seem to do anything, even after restarting my game. Here's my full config_remoteadmin file:

Read FAQ. Config is generated on first startup, not every game update (so changes aren't discarded). That permissions were added after your game first launch.

Add them by yourself like all other perms or read FAQ if you don't know how to add them.

where do i add the perms? on the console?
