Stuterring and Freezing

I have done a little bit more research, and i found out some things

When i was in the Main Menu (original not fast load one) the temperature is medium (which is normal for me)

but when i try to join or create a server it loads then freeze for few minutes, with CPUID HWMonitor i found out that all 4 of my CPU are full at 100% and both of the cores are at rather high temp

and my Dedicated GPU and Memory are full 100%

while my Integrated CPU is also full on 100%
is this weird? because i selected my Dedicated to run SCPSL at my Nvidia Control Center

after that the game freeze again with the mainmenu soundtrack still running
but the when i touch the exhaust, i dont feel the heat like it should be, i check the temp again and my Dedicated GPU is low, like its on idle

but my Integrated GPU still high

and both CPU core still on 100% while the Temperature is rather low
then i leave my laptop for about 40 minutes
during this time the game is not loading anymore, its just a black screen with a dot as a crosshair and the Ping on top left, i can hear the ambience sounds tho

and i check and the GPUs are not working, they are at 0% mostly and low temp
same with the CPU, only the both Cores are still at maximum

so, is it something wrong with my Laptop? or the game?
keep in mind this never occured before, it only happens since the Gun Update and LCZ update, but after that the game still a little bit playable, but now since 939 update, it almost impossible to sucessfully load the game

When i do able to finish the loading, the FPS is fine and the game runs quite smooth, with a little stutter, but when NTF spawns or someone becomes an NTF the game just goes Full stop and doesnt respond to anything, its deadlocked and i must restart the laptop

one time the loading actually gave me BSOD

my Laptop is not a gaming laptop, but it can handle many games and SCP SL is not a heavy game at all, but its the only game that i cant play right now, i hope the devs found out the issue and fix it, and optimize it even better

if you guys have advice or help, it would be nice
