No, you can't play this game on Intel Graphics, the game doesn't support it.

EDIT: Here are the minimum system specifications for this game, as seen on the store page.

MINIMUM:
Requires a 64-bit processor and operating system
OS: Windows 7 SP 1; 64 bit
Processor: Core i3
Memory: 3 GB RAM
Graphics: GeForce GT 720 1GB VRAM; DX11 required; Intel Graphics not supported
DirectX: Version 11
Storage: 4 GB available space

Your Processor and Ram are good enough, but you can't play this game without a Graphics Card. You can find 2GB Cards for pretty cheap nowadays so you might look into getting one of those.

try turning post all post processing settings off and turn down the texture resolution if v sync is on turn that off maybe even turn off anti aliasing also turn off light rendering also try turning shadows down. i don't know if it will work or not because i don't have a low end pc.

though v sync shouldn't matter if you have low fps

Well then I guess I'm not gonna be able to play it because I'm 99% sure I can't upgrade a graphics card on a Tablet laptop
