I'm pretty sure 173 lost the armor in 12.0, actually. So there's no need to use AP against it. Just checked, it's still there. Don't mind me.
049 also has armor, but it's like 20% so it doesn't make a huge difference to use AP.
JHP is, perhaps, most useless kind of ammo - increased damage against unarmored targets works only early in game, later on all humans you encounter have body armor and SCPs already have "natural armor".
Once I saw D-boy dying in 1v1 with guard, and he was using JHP. Obviously, guard had light armor on, so damage was minimal.
