Not playable with Low End PC

I does not get 30 FPS with the lowest Settings. I don't want lower my resolution lower than 1280x720.

I wisch there is a Resolution Scale Setting.

Seriously why don't implement Developers today more settings for low end pc's? That's just 'racist' against Players/Users that cannot afford a better PC.

That's the issue with every PC, even the expensive ones, hehe. This game is not optimized that well, especially surface. So they are not racists at least against Players/Users that cannot afford a better PC.

The game is so bad optimized? I know that years back I could play at least 60 FPS on lowest settings.

That is exactly the issue all the developers make. And also it's not super hard to provide additional Settings to lower the Graphics at the most possible way to get more performance.
