14.0 broke him in such significant ways that it requires a very large amount of work to begin to work out some of the gamebreaking issues he currently has. With us already having been stretched so thin between everything surrounding this update, we were not able to reimplement him for Christmas. We'll be considering permanent implementation, but at this point, it is not confirmed for such a divisive SCP.
There is a whole 4Ls retrospective I could write up all about him. Lot of good, lot of bad, lot of lessons learned. SCP-3114 has not been forgotten about, and we're keeping the playstyle it brought in mind going forward.
