authentication error (authenticate - response)
You can check Steam on DownDetector (many players reported issues) and the Unofficial Steam Status reports that "There have been an increased amount of page views on this site in the past hour, this could indicate an issue with Steam".
The issue is related only to developer endpoints (the ones used by the developers and games). We either get empty responses from Steam or we can't even connect to Steam. It's not a DDoS attack.
There is a way to authenticate to SCP:SL using Discord instead of Steam (the game was distributed on Discord in the past as well, but Discord shut down their Games Store) and that way works fine.
