If they're in it for the money why don't they just make this game cost money then. And then add mod support.
Expect modding when NW doesn't want to support or update the game anymore. So ~18 years from now, when they release the surface rework.

Where did you get that idea from? The (barebones) API is over there on github and most servers have plugins. EXILED distributed (and still do IIRC) modified AssemblyCSharp (in laymans terms, dll with most game logic in it) that loads their own binaries so people could develop plugins.
If im not missing something. modding is not discouraged in any way. You obviously can't temper with the client code directly since its C++ and theres SLAC that protects exe from runtime patching (?) but you shouldn't in the first place. I miss the days where hubert didnt code in a line-of-sight check and you could shoot people through walls.
