What are the Radio Channels for?
So that's it, what happens if i change from SR to MR, or UR?

I mean, i changed channels and didn't notice any difference, i could still hear the same persons at the same audio poor quality due to radios.

Also does not decrese battery any faster or slowly

It changes the range, and the battery does drain faster.

Yes, if you use max range and you are in light containment (Class D's/Scientist area), then people on the surface can hear you.
Yes. At unlimited range you can watch your battery die in few minutes. Great for communicating over the map when someone switches the bomblever while his mate wait for a go to fire the nuke.

I wonder can everyone with a radio - on the same wavelength obviously - hear me when I am using it, regardless of what class I am? I often pick up a radio and try to fool people or call the SLOW ASS NTF´s to say I am hiding and need help, but nobody replies most of the time.

Either they're out of range or they don't have their radios on. Most people don't even turn them on to SR for some reason.
SR = Short Range
MR = Medium Range
LR = Long Range
UR = Ultra Range
Why lowering transmit power have effect to receive range too? I can set TX to 450 mW and didn't hear someone with 6.2 W from long range. Why? It's should affect only TX range, not RX.
P.S. RX - receive, TX - transmit.

For the longest time the Radio does not function between floors, even on Ultra Range if both participants are standing at the entrance of the same Elevator one has taken up or down.

For example, Surface Gate B elevator to Entrance Zone B elevator, standing at the elevator doors at both ends on Ultra Range - nothing will transmit.

I do not know if this is intended, but there is currently no way to communicate between floors even on the maximum radio range.

Furthermore, even technically on the same "floor" such as Heavy Containment, if you take the Doctor's containment elevator down, nobody in Heavy Containment can hear you.

I've tested this several times with multiple people. At the very most they will see your current name as who is speaking appear on the right side of the screen, but no audio will transmit. Even Ultra Range from top / bottom of the same elevator.

The same applies to the Nuke Silo / Heavy Containment elevator range.

I remember many updates ago, people in the Heavy Containment Nuke Silo could communicate to people in the Surface Nuke Room using Ultra-Range. You definitely cannot anymore.
