Why?
A game in this state doesn't deserve a paid-price tag, development is still on-going from what it looks like on the surface.
At least three SCP games have changed (or are planning to change) the design so that they can make money from the game: SCP Unity (now cancelled), Daughter of Shadows here on Steam, and SCP Secret Labs. Of the three redesigns I like Unity's the best.
One additional reason could be simply copyright and legal issues.
Currently, 173 is a copyrighted model as it was originally created for SCP : Containment Breach.
Without the removal or re-placement of SCP-173, the game is to remain free-access until some change is made.
I'm not talking about design. I haven't mentioned it either, I was referring to the actual statue present within Containment Breach.
I'm talking about the actual model of 173, not the design created by said Japanese artist.
Both games use the same model, but one did not create or design the original model, hence the copyright and legal issues that come with it.
