Considering they've originated on Earth for God knows how long, could they even be considered an anomaly? If the Foundation went public, likely under the guise of some wildlife organisation, than they'd be free to caution people out in common 939 locations to be weary of human voices and to act accordingly when spotting a 939 instance.
