How or where can I get a voice changer that I can use in the game's voice chat?
I don't want to troll people with it, I just want to add a little more gameplay flavor and some more immersion.

Please for the love of god don't use a voice changer.

Voicemod. Just configure it correctly in your computer's audio settings and you can use it. It costs money to get access to all voices, if you don't pay you only get 10 voices that change daily. You can also assign sound effects to play on certain button combinations.

Are there any other free (and safe) softwares I could download? I tried voxal voice changer but when I tried fiddling around with it it just kept picking up my desktop fan and not my voice, even though I was using a gaming headset.

Voicemod is free, and you can bypass the limit by changing your system time. As for the desktop fan thing, you need to open Playback Devices in the control panel. You need to make sure that it's listening and that it's the default in both recording and playback. (That's just for voicemod, voxal might be different)

Use Reaper, it's for music / audio production, but you can alter your voice with it in many ways, and then route the sound through something similar to soundflower (sound routing program) and use that program as your "microphone" for Steam

I tried to use Voicemod but it wouldn't work correctly and I wouldn't be able to use my mic in game
