It makes no sense logistically, which is why people get confused. It makes sense gameplay wise because you want the escapists to meet difficulty. SCPs are not escapists, so Heavy contaiment being literally next to the entrance is not an issue.
LCZ -> HCZ -> EZ -> SZ
It's just that LCZ and HCZ are named counter intuitively.
Also, if LCZ is above HCZ, why does HCZ link to EZ instead of LCZ linking to it? Why is the most secure part of the facility closer to the surface?
IIRC in very old versions of SL there was a direct stair case between EZ and LCZ so maybe this is where the confusion is coming from.
