Why Scp 049 can't talk?

I learn in the SCP foundation website that SCP 049 can talk multiple language. Why can't he do that in the game?

Devs don't plan on giving any more SCPs voicechat, 939 was not even supposed to have voice chat in the first place, but they are going t9 give 049 taunts instead.

I honestly thought they would have either made new voice lines or pulled the old voice lines from SCP:CB for SCP-939 for his speech. Didn't think it would be voice chat.

Personally, when I've played SCP 939, I was totally blind with only 5% hp, an admin hax? because i've already noticed that 939 has a poor visual radius but that was literraly impossible for me.

that is a bug.

People shouldn't be able to talk while playing as him, but he should rather have some predetermined voice lines (the ones from CB would be amazing) that he can say

I don't really care about voice chat for 049, I just want those sweet voice lines from CB as taunts or something. I love 049's voice from that. Or you know, you might be able to get Volgun (I think he was the guy that did the original voice) to do some lines here, possibly.

Volgun already did the LCZ decontamination announcements(At least I think so), so it's a possibility!
