But one thing i whould change Remember that "fracion that dominates" is ususaly that fracion that RNG god likes...
So ususaly there is a win coz one time they just got spawned like 3 times in the row.
So my point is that CI gona need thers own "special unit" that whould be deployed when they are loseing.
I gona need to think and if I got some cool idea i will post it here...

2.You're right if this ever really does get added CI is probably going to need their own special unit to balance things out.
Special units would spawn after LCZ decontamination if for 10mins power of one fraction is 80% bigger then opposing fraction (ex. if there are 80% more CI then MTF then MTF "special units" will spawn), and nuke in NOT detonated.
After "special unit" spawns there will be complete site lockdown meaning that spawns will be disabled (like after nuke) and nuke will be permanently disabled.
When special units are on the site the 20 minutes timer will be activated, after that timer reaches 0 and special units are still alive then they are going to win and the round will end.
When all special units get killed then round is over in the favor of enemy.
When Special Unit is killed he desn't drop his items.

O5 usually doesn’t send their elite taskforces to regain control over facilities, mostly because its Epsilon-11 job. But remember that this site holds SCP-682. Foundation can't afford Chaos Insurgency to gain control over him. So, when Epsilon-11 fails to regain control they send Alpha-1 to do the job.
MTF Alpha-1/MTF Nu-7 arrival would be signalled by intercom announcement (ex. "Mobile Task Force Unit Alpha-1/Nu-7, designated Red Right Hand/Hammer Down, has entered the facility. Drop your weapons and put your hands up, opposition will result in termination")
MTF Alpha-1/MTF Nu-7 is sent to site using special armoured personnel carrier with special turret that will kill anyone within 25m (I'm not sure about how many meters there should be) of the spawn and it would be active for 5min.
MTF Alpha-1/MTF Nu-7 would consist of 3 people:
-Commander equipped with special juggernaut type exo-suit and heavy weight short range plasma thrower
-Two elite units with special dmr rifles and advanced heavy Armor.
Both would have special communication system with unlimited power and range. (That cloud be accessed only by them) and normal radio
More specific description:
-Commander:
Armor - special juggernaut type exo-suit (that would give him 2000 HP with 80% bullet resistance but doesn't allow him to sprint)
Weapon - Heavyweight plasma thrower (damage = same as micro HID, Range = Same as micro HID, Unlimited ammo but can overheats easily, so it can fire only for max 5 seconds and it its overheats then it takes 10 seconds to cooldown.)
SCM (Special Communication System [like SCPs voice chat but only for this special unit])
Radio (normal MTF radio)
O5 level key card
-MTF Elite (both):
Armor - Elite heavy Armor (give them 1500HP with 25% bullet resistance)
Weapon – Elite Fusion DMR Rifle ("Red" Fusion powered DMR rifle, Damage is same as fusion pistol but with fire rate of normal fusion rifle and only 20 ammos in the "magazine")
SCM (Special Communication System [like SCPs voice chat but only for this special unit])
Radio (normal MTF radio)
O5 level key card
Two Med kits
Normal MTF grenade.

Infiltrators are CI special units. When everything fails they enter and use way of guerrilla warfare.
Infiltrators arrival would be signalled by intercom announcement (ex. "Warning! Electrical systems failure!")
Infiltrators would spawn randomly inside facility in empty room or hallway
When they spawn lights inside facility will turn off and whole site will be dark
Infiltrator inventory:
*Armor – Black lightweight flexible Armor (gives them 1000HP but 0% bullet resistance.)
*Special training (that’s not an item, IK. This make them move almost without noise and little faster than normal units.)
*Weapon – Silenced assault rifle (not sure about stats)
*Combat knife (well a knife that allows for quiet killing of enemies at melee range)
*Med kit
*SCM (Special Communication System [like SCPs voice chat but only for this special unit])
*Night vision googles (allows them to see in dark)
*Proximity mine (a mine that can be mounted on walls and detonates when someone [that is not CI] move pass it, a special laser can be seen only when using night vision [both googles and MTFs rifle scopes])
*Frag grenade (same as MTF grenades but don’t flash like disco and can't kill thru walls and doors)
*Decoder (Basically CI device but 2.0, can open any door like O5 key card)
I hate to spawn as them... They are just BORING to play...
