shy guy ("fun balancing") idea
So we all know that the shy guy is painfully slow on roaming-i-haven't-found-anyone-in-10-minutes mode.
So here's an idea.
If someone enrages the shy guy his rampage won't stop until the person that stared at him dies. The person that enraged him will have a special outline that indetifies him for the scp but only if there's line of sight from the SCP perspective. The SCP can't kill anyone that doesn't stare at him so looking at a wall or the ceiling it's a great counter. If other people stare at him while he is in rage mode, they'll get "marked for death" too. Not only does this make him less boring but more lore friendly as well since the people that see his face should NOT survive no matter what separates the SCP and the victim and who doesn't see his face shouldn't die. Having wall hacks for the "marked" would make sense but that would be too unbalanced so that's a no.
Balance that idea as you'd like.

I expect that to be unbalanced but hey, trying doesn't kill.

i think it would be better, if he can only calm down after he killed anyone and not just the person he looked at, i mean he could just ignore that person and just kill everyone else

As i said, he can only kill people that looked at him, even after the rage started (quoting his SCP page: "a chain reaction")
An idea is that if everyone that's marked gets far away enough, let's say, a specific number of meters (or you know, they die) they get unmarked and by result the rage stops.

This SCP actually broke out of his blast steel containment and killed everyone because someone saw a picture of a landscape where his face was only taking up 4 pixels in the background. I +1 this idea

You'll just have an angry 096, ignoring original guy who looked at him, running around getting others to look at him, then picking them off, leaving original guy for last.

I already answered that, get far away enough from him and your "death mark" gets removed and the rage stops. If everyone else knows what to do they'll stare at something else. Also his extreme loudness helps prevent him, it could be even louder IF NECESSARY.
Also tutorials for scps are being created in-game, if they reworked 096, they could explain those things on his upcoming tutorial.

This is an interesting idea, but the concept of peopele abusing it may make it rather over powered. You could simply ignore the marked target to stay in rage mode for a long period of time, getting in peoples faces to mark them too.

With the range away from target taking away the rampage, it would be unwise for him to ignore the marked person and waste time on people who might not even be marked, so that shouldn't be a problem. Also, I think if he ends his rage by killing everyone who looked at him, he should have no/reduced cooldown. This way he benefits by killing them quickly rather than just chasing them around and hoping more people look at him.

Maybe keeping one target for really long starts punishing you, an idea is to maybe make the screen start having a red, veiny effect that gets bigger and starts blocking the screen (happens after a while and takes its time to really affect 96), take it as 096 getting so stressed out by his unmesurable emotions to the point where he starts getting hurt internally (not loosing hp) and blood or "visual insanity" covers his eyes. While 096 has limited vision the marked can escape and loose his/their mark. Too fanfictiony but that's the last stretch i can think of.
If it doesn't work then this was genuinely fun and it was nice to get recogniced by a dev.

If this were to work, SCP 096 has to have some way of being forced to attack the original face-hole looker, instead of, as everyone has already said, exploiting this opportunity to mark everyone.

So here's my idea:

SCP 096 only gets his substantial speed boost (and ability to kill) when the camera of the player (and therefore 096's face) is pointing at or in the general direction of the poor fellow(s) who enraged him. The targets will be highlighted through walls to assist in this and add to the lore that 096 always knows where his target is.

Otherwise, if he is not looking at his targets, he slows down (not instantly, but he still slows down rather fast) and is unable to kill anyone, knowing that those people humping the wall haven't seen his face. He still stays enraged to let the player know that someone needs to die, but not these people. He regains his speed when he looks at his targets.


This way, SCP 096 is non-lethally but still heavily encouraged to kill his target, as that is the only way to move at a decent pace as 096 (no one wants to be calm 096 speed forever). Anyone can almost literally walk away from SCP 096 without triggering him (and those who do view his face deserve to die for being of low intelligence or speed to have "calm" 096 catch up to them and shove his face in theirs). Any other bystanders can't really shoot at 096 when he is in his slow raged state, because he could do a 180 and get triggered off them. So there's no taking advantage of his state. 096 can't shove his face into others or harm them and others won't be likely to be pumping him full of lead when he could suddenly show them his face.

So 096 turns from guaranteed spawn killer to assassinator of dimwits.

Also add in a camera to take a picture of 096's face and stick it onto 173. /s
