If it's the same one from containment breach, then it's some kind of transfer site where SCPs are put before they're put in an actual site.

It`s site-19, because SCP-173 is present in SCP-SL and SCP-173 is also contained within site-19

I know in wiki lore he is contained in Site-19. SCP:SL lore is different, and will explain why many of the SCPs you see (and will see) in-game ended up in one singular site.

Hold on. I have an idea.

Yes SCP-173 is contained in Site-19 NOW.

"Description: Moved to Site-19 1993."

But note how it said it was moved in 1993.

This means that 173 was contained elsewhere BEFORE 1993.

This means that Site-02 could have actually housed 173 before 1993.

Problem solved.
