Each SCP has a gimmick.
049's gimmick is to create zombies.
939's gimmick is to try to trick and lure people out of hiding, but to talk to everyone he's limited. He can only hear people if they're moving.
079 is a support class, he can only speak for a limited time in limited rooms, and has a voice modifier over it. This is because it isn't supposed to talk to people, but it makes sense to have speakers around the facility.
Here you can see the limitations when you have the privilege to talk to other people.
If 049 did speak he has to have something to limit it, like the other SCP's. The main goal is to kill people, not chat with people.
