How do I give friends permissions for personal claim (Buyan / NA)

I'm unable to add friends to my personal claim or give responsibilities through the in-game menu or the website. I managed to add a friend through a console-command, however I haven't been able to give any permissions aside allowing entry to my claim.

The command I used was something along the lines of the following.

/claimrule personal char Vallura 1 1 11111

That stuff that is confusing you are the console commands that the entire playerbase is using right now until the web interface is fixed.

Would "/claimrule personal char Vallura 11110" be correct if I want to give full privileges except for deletion of claim/items?

Console commands, claim button under (P) key, and the website dashboard all works for me and my friend. Have used it mutliple times.
