Materials Preparation Skills stuck at 29.99

So I know that I can't raise Mats Prep beyond 30 unless my Artisan Level is not 60.
However, my materials preparation skill is stuck @ 29.99 although it said that my skill increased to 30 in the systems log.
This prevents me from being able to use smelting... Is this a bug or this expected behaviour? My Artisan skill is @ 36.

You need 60 artisan.

This is incorrect. It needs to be above 60.

Thanks for the reply. Well that's odd. Because it says that I've reached skill level 30 in the system log, however it show 29.99 in the skills menu.
Any tips on how to reach Artisan 60 as quickly as possible?

P.S.: Also, I just checked on the wiki and it's not true - You don't have to be lvl 60 Artisan to be able to get to skill lvl 30 Materials Preparation:

The wiki is wrong. You can get to 29.99 with 30 in the previous skill but need 60 if you want to go higher.

As for tips on artisan skill, I'm not the person to ask (strictly hunting skill set here).
