Try this to start with:
If you have an antovirus program, please add Fell Seal as an exception to it, as it can prevent it from launching properly.
Next, try “Verify Integrity of Game Files” in Steam and see if it mentions any files being reacquired.
Lastly, do you have any error logs in My Documents / Fell Seal? If you do (any with dates from recently) feel free to copy paste those in a comment.
Let me know if adding exception to Antivirus helps.

No log files: that means there were no errors with the game starting. Which usually means the game didn't get "far enough to start" in these cases. That's usually due to an anti-virus preventing the game from accessing the "My Documents\Fell Seal" folder.
For all these cases (except one), the issue has lied with the anti-virus, so making sure there's a correct exception for it is definitely the best thing to check. You could also temporarily disable the anti-virus and start the game, just to rule-out that if it's the issue or not.
The other thing it could be is a graphical issue (and there might not be an error log because the game doesn't know the drivers are being silly). Updating your drivers to the latest version could help. Making sure your drivers don't override the vsync setting for Fell Seal could help as well (it has be to "ON").
