The pixel perfect option won't help, but the 2 main things to check is making sure Vsync is on and also testing Fullscreen with Borderless and with Exclusive.
Have you tried the both the Exclusive and Borderless fullscreen modes?
Other than that, a few extra things to try would be:

under the [graphics] section, try these options:
Maybe check with 60 rather than 75 for the above values.
If none of these things are doing it, I admit I'm not sure. We've seen the vanishing textures like you're getting for a small amount of users, but most were resolved with the vSync option so far.
If none of the above works, I would recommend getting a refund and maybe running some more tests on the Free Demo (just to be safe) or get the Ps4/Xbox One versions, since those will always work correctly since their hardware is consistent.

I have a problem where for the opening cut scene it horribly flickers, and when playing the game the texture and background turn either white or grey. Furthermore on the world map it occasionally turns pink or white when trying to move through it, I would very much like to play with game so please help me.
In addition I have made sure V-sync is on, made sure its on in the config, i have tried it on exclusive full screen and also on windowed, i have tried to lower the resolution also and it did not work.

Yes, i tried to switch the borderless and Exclusive mode.
I tried the modification of the file, and it solved the problem on the opening cinematic. Unfortunetely, it didn't solved the problem during the game... :/
I've an other information, when I hit start button, it show the dialog box asking if i want to skip the cutscene, and the background shows up perfectly. Perhaps the problem is from my old monitor that strucks my resolution on 1440x900.
The biggest thing to double check is to make sure that you're not disabling VSync for the game via your nvidia settings. Our game can run at an insane fps on a good system such as yours (like 1200 fps), which could absolutely result in "very weird results".
One thing I can recommend is to refund the game and then run some tests with the "free demo" of the game (which can be found on Gamejolt and Itch.io), just to make sure you don't get "stuck" with the game if we can't find a way to make it work on your system. Better safe than sorry :)
The other thing of note is that you could look into the PS4/Xbox One versions of the game, as those can't have weird hardware/configurations that would mess with them and will always behave just as they should.

That being said, I don't have an idea right now. We don't control the rendering process ourselves. It's likely the issue is tied to the video drivers, the video hardware or Unity (our engine) and unless we manage to find a workaround, none of the above are things we can "fix" ourselves.
From what you're saying, I think you tried that, but to double check: have you tried to run the game in a window btw? Like 720 window (not fullscreen). Now, that's not the best way to play the game, of course, but if it's acting "funky" even in that window, that's an interesting piece of information that could help identify where the issue lies.
I've tried all of the advised solutions (including all windowed resolution settings) to solve the cut scenes, but have had no luck so far. I really hope that we all find a solution soon.

As a final test while we research this some more, something that would be worth testing would be to have these in "My Documents\Fell Seal\GameConfig.txt"
Under the [graphics] tab, make sure those values are there (you should probably just replace the current value of the [graphics] tab with those).
And you could try wth "vsynccount=2" or even "vsynccount=3" as well to see if it improves (there's a fair chance it will).
This setup would force exclusive fullscreen with a refresh rate that should work well for certain.
It's possible it won't fix the issue, but I can't think of a "more likely to work" setup. If the above doesn't work, then it probably won't be fixed with just tuning the config file and we'll need to explore some other avenue.

I only raise this because you are stating parameters that I don't see at all here. I'll try copying your given sample.
Stopped: are you saying it seems to be behave correctly for you now? Or not quite?
One extra thing to try in settings is try "vsynccount=2" (or even 3) rather than "vsynccount=1", just to see if it helps.
