That feature does not exist as the game is 2D, not 3D. It is made to where you can see / interact with anything without needing to rotate.
That's debatable. Some of the treasure chests are almost completely obscured by the scenery, I couldn't spot a few of them and had to google up the coordinates to unlock the cheevo for finding all of them and satisfy my completionist OCD.
"Partially" does not mean what you think it means. Quite a few of them are, in fact, 100% obscured. That is not "partially" anything.
The maps are hand drawn flat maps. There is no easy way to simply rotate the maps unless they add 3 more drawings for each map to show the new angles.
