There's 3 types of special movement (and boots to have them, but it's not the only way).
Swim
Hover
Fly
Swim is easy enough to understand, though you can't open chests when inside water, which is a bit silly since you can still do any other action.
Hover let's you levitate over any surface and is the only way to open a chest near water.
Fly works basically like teleportation and let you go anywhere as long as you have enough movement points. You can go behind enemies or close a big gap or go really high/down as if you were using teleportation.
There's a certain character who gets access to hovering without equipment but otherwise you can craft Hover boots to access the chest you need.
As Sombrero said, you need a character with both “fly” and “float”.
If you would like to know specifically the simplest way:
Spoiler Bzaro can learn the Pektite class which allows him to “float” when it’s equipped as his main class. You can then give him the Rift Boots (prize from beating Tourney 1) to allow him to “fly” as well. With this, you can easily obtain that treasure chest.
Just play through the Story.. You will get there back and the whole Field is destroyed..
So you can get the Chest just with Rocket boots.
Umm, Wick? I think you might be confused. You can't get that chest IN THE WATER with Rocket Boots, you need a combination of Float and Fly, Rocket Boots merely give you 40 jump value.
There is no Water anymore if you reach a certain point in the Story..
So you just can jump up there with the Rocket boots :D

My apologies, you're referring to VERY late in the story, I thought you meant "the second time" you go to Galligh, not later than that. Granted, while you are correct, the treasure in question isn't something you want to wait for THAT late in the game, so I (personally) wouldn't advise doing that, but that's just me.
