Such a mod (to my knowledge) is not possible to have happen automatically. What is likely the "simplest solution with the available tools", is to just edit your save file. Go to My Documents / Fell Seal / Saves and adjust the character's stats from there manually (it's as simple as opening in wordpad and saving). NORMAL CAUTION: always be careful when editing save files as it can be quite easy to mess something up. I would recommend to ALWAYS make backups before doing such a thing. Note that you can also grant as much AP into individual classes via this method as well, so, theoretically you could give enough AP to your various heroes to get the unlocks you want to have the classes you want unlocked "without having to level in those prerequisite classes".
Also, for "resetting to level 1", generally not too bad overall, as you can keep (at least) one higher level hero, and then just have the other heroes keep one enemy alive while you do things to either hurt or harm the high level hero you have, therefore zooming along in EXP. Doesn't take all that long.
Another "cheat-y" method you can use is the Debug console. Details on how to enable (also with instant mission completion, but you can ignore that part if you don't care):
For your purposes, just have the [debug] and enabled=true part
How to access Debug in-game: on the world map, press either B on keyboard or click right controller stick to open it. The reason why I mention debug mode is cause one option it to:
1. Reset EVERYONE to level 1.
2. Set everyone to whatever class you want to level as.
3. Use the "everyone gains one level" debug command as many times as you want to get to the desired level, perhaps switching classes at varying times. Note that this command is only "EVERYONE gains a level", so you can't do this method piecemeal.
Now, I mention the above to be informational / helpful, however, on my own personal opinion, I don't really see the need to go to such drastic measures. Getting some level ups as (quote) "the wrong classes" (unquote) really isn't that big of a deal, and isn't necessary to be successful in this game, even on higher difficulties (as some other veteran players of this community can attest to). Basically, as long as you're "not taking 10 levels in Wizard with your warrior" you'll be ok. A level of X or Y every now n then? No big deal and won't ruin your hero.
So, my general advice is to "not be too concerned about it cause it REALLY isn't that big of a deal", however, should you want to take "the easy way to perfect stats", go ahead and change your heroes' stats by editing the save file or use the debug-mode method described above. At the end of the day, your personal enjoyment of the game is key, so, I hope you find what you seek.
Take or leave the advice of experts on this game, you might just give us the benefit of the doubt on this that we're not making this up, however -- to your own taste...

Gotcha, apparently I had misunderstood you.
Hmm, based on what you’re saying? It sounds like you might have conflicting goals, again, unless I’m misunderstanding. It sounds like “I want to kinda play normally, but automatically get the perfect stats.” Without a lot of effort via the means I mentioned in my original post, that isn’t really possible. “Getting [Fleet of Foot]”? To be honest that isn’t super useful in itself. Sure, it has its uses, but likely having one person with it is oftentimes enough, since it’s a self-targeted cross AoE buff, so it applies to your nearby allies as well. “Surprise elementalism”? That’s not only hard to fit into your build since you only have a main class and secondary class at once, but also of limited use, since most of your “archer” type people will tend to be physical (attack) instead of magical, so even if they had basic Wizard stuff, it wouldn’t scale well, damage-wise. But also, given Vicarious AP, chances are you’d have a lot of this learned “for free” with no direct efforts needed.
Basically, I misunderstood. It sounded like you were far in the game and wanted “the perfect stats”, but apparently you’re still early in the game and...perhaps not sure how leveling and such even works??? “Sounds like the wrong approach”, indeed, I would recommend just making your heroes along the archetypal lines that you desire, and not really worry about all of this perfect stats thing. “Wizard as secondary on archers and all my melee having Scoundrel as their secondary” is essentially what you’re saying, which isn’t really that great. Sure, Scoundrel makes a great secondary to a lot of physical heroes, whether it be melee or ranged, but you might find other classes that you want to use instead — don’t be locked into one strategy.
Again, let me end with stating I’m a bit confused, and perhaps later we can sort out what you’re trying to accomplish.
hire excess units.
don't use them while they are working on getting skills or unlocking other classes (same thing really).
only use/level units in thier desired stat growth class from then on.
everyone gets AP to lesser amount when not in battle (or in battle even if they don't do anything), with a tiny bit more in same classes that went into battle.
this adds up because it goes to EVERYONE.
edit: note it might require not advancing through story for a few battles till "enough" units are at a comfortable/correct spot.
also if want less random stat gains, there's a config setting for that, conan can point in correct direction for that.
I can safely say you don't need perfect stats. It's more important to have to right set of synergies.
I didn't even have the overpowered Tyrant Intimidate ability back then either.
The most impactfull difference is which class you start in. You usually want scoundrel or alchemist because you get them early and they have great speed at base level, then you pick whatever class to get skills.
If you go for mastery you'll have a mixed bag of stats growth too, but you can also just keep leveling in one class. Min-maxing is just... sort of pointless? If you have perfect stats growth you don't have the levels to win the battles that actually matter anyway.
