If any unit takes no “action” (you can still move, however) their next turn comes up 25% faster. So yes, you can choose to “wait” in that fashion.
As per mechalibur's statement that the turn order at the top displays turn order assuming you "DON'T" take any action, I tried to verify his statement:

The turn order there is unchanged before/after kyrie's attack. Thus, I'm not seeing what mechalibur is saying...
I think I'm catching on to how it may be implemented though. The first set of screenshots I took, I did not have back to back allies in the turn order, so the npc's got some turns, and the turn order down the line did change for some units. Hard to figure out what was due my my actions or npcs, to isolate what was happening. These are all basic attacks, early game, so no abilities that directly affect turn order. Thus, I think the "buff" just isn't factored in immediately, and is added in as time passes maybe?
As soon as you mouse over "end" you can see a character jump up in turn order if they haven't taken their action. As you say, sometimes no change, because its not enough. I was also probably moused over "end" when I was looking before, and looking to see what happened when i clicked...the jump up in turn order (if there is one) is previewed as soon as you mouse over.
.... Edit... Also noticing you will only see a jump off in there are characters in turn queue who have taken an action. If they haven't, won't see any bump up for not having taken action. For instance, at start of combat when everyone is just moving (usually) no bump in turn order.
