I will admit I do not know if drop rates were changed, but if I had to guess, it's likely just due to the higher amounts of patrols that you do, and since Serums were added with the DLC.
As for drops in general, the answer is slightly complex, but essentially this:
Drops vary based on how far you are in the storyline. So, when you get to certain places in the story, it will change the drop tables. The main point of this is to make sure that relevant drops for where are you are in the game more prominent overall. To be clear: this has zero relevance to level, merely progress in the game.
The chance for an enemy to drop an item should be the same as well, but there is a guild upgrade that increases it.
I did initially think the drop tier was tied to character level but Conan confirmed it's based on story progress so that clears that up. I'm guessing unlocking the 3rd Temple is what gave me access to (potential) Princess Crest drops.
