6 Eyes has consciously made the decision to not include recruitable enemies (such as the following thread) https://steamcommunity.com/app/699170/discussions/0/1741094390485151380/ or monster taming. For general balance purposes, they want to keep things limited to story heroes
and recruitable heroes. As you've likely seen, there is one quite unique story hero, Bzaro, who can uses monster abilities, and that was kind of 6 Eyes' "compromise" point in terms of being able to utilize monsters. (I say "compromise", but believe me that they love Bzaro).
As for custom monsters, I think that might be possible via modding (in terms of stats / abilities, not custom sprites), so you can always inquire in the modding subforum if you have questions on that idea.
Yeah, basically, we feel that in most tactical games, it's cool that you can recruit monsters, but they are usually more or less pointless compared to human classes. So we decided to focus just on the human classes for the player and to have the Bzil character as an alternative to large roster of unused monsters.
We might look into allowing the player to recruit monsters at a later time, but without some kind of monster class system on top of things, they would never be anywhere near as versatile/interesting as your human classes.
As for creating custom monsters, that's not quite possible yet: you can already change monster classes, just not create a brand new monster.
That's probably the next moddable thing we're adding. It's only a matter of exporting our "monster template" class to an xml file, so it shouldn't be too hard. Once that's done, you should be able to add new monsters to the game, although you'll have to reuse existing monster sprites for them.
It could be nice to have tameable monsters with unique abilities/skills/attacks, not available for human classes like developers done in FF Tactics.
But I could go even further with this, and make possibility to upgrade special monster's skills/abilities/attacks when they level up, so classes could be not needed for them.
Of course this is just an idea and I am not sure if it would be more difficult to mod it or to make it into the game xD
I was wondering if I should comment or not, because many devs who making games just dont listen people, but I decided to try this time, and we will see :)
Having playable monsters in this game will for sure make it more playable, will make players want to stay for longer and play this game - there are many players who like collecting monsters, especially their unique abilities/skills, so :)
They could make even a special quests to recruit strong/unique mosnters, not available in usual locations.
specopsbarton: Hey, don't get me wrong, I love collecting monsters -- Pokemon and the Digimon Cyber Sleuth games are some of my favorites -- but see 6 Eyes Studio's response above. It's not just about our will, but the time investment required to do it well. I have some ideas kicking around for a decent, interesting way to handle monster allies, but given the amount of time it would take to implement and balance a whole new set of systems like that, we can't realistically consider it until sometime after release.
Bzaro was what we came up with in the meantime to scratch that "collector's itch," and we're pretty happy with how he turned out!

In no way would I downplay community modding efforts (there are some cool mods out there) but it takes a lot of work to properly balance any new mechanic / classes etc. Merely having player controlled-monsters isn't difficult, but having player-controlled monsters made in a balanced and gameplay-compelling way would take a lot of work for 6 Eyes to satisfactorily accomplish.
