Just like Conan said, the Bzil race is in. It's actually more than planned, it's in the current build. Conan summarized it pretty well: it's a special race that's available to a special recruitable character and he can learn the abilities of pretty much all monsters in the game and use them instead of regular classes. It makes for interesting and different combinations :)

As has been mentioned, Bzaro the Bzil is a unique character who is the only playable character who get those special monster classes.
As for everyone else, there are only "human characters", so "race" per se isn't a thing like it was in Final Fantasy Tactics.
In terms of class restrictions, most of the story characters have unique class available only to that individual character. Otherwise, there are a few classes which are available to "Generic Heroes only", and as a subset of "generic heroes only", there are two classes which are gender-specific (Without too much spoilers, the male-generic special class is more martial in nature, while the female-generic special class is more caster in nature, so plan accordingly).
Otherwise, as a whole, most of the classes are available to everyone (except Bzaro who has his own class sets).

I just recruited/unlocked Bzaro, and I noticed that he has several unimplemented passive skills in his various monster classes.
Will players automatically gain the implemented version of these skills when they're added if they unlock the placeholder skills now ?
Yessir--you will get them when implemented.
Yes, that's why we created the placeholders so the skilltree would be created properly from the start. Any time you load a save file, your characters get 'constructed', so it'll pick up any passives/etc and apply them correctly as soon as they are in the game.
On a related note, are there any plans to add any Bzaro exclusive accessories ?
It's a little hard to customize Bzaro's stat build since he can't equip 'human' gear.
That is an interesting idea, but I can tell you that at least Bzaro can hold "other gear" such as rings / boots etc. Since there (at least currently) are no restrictions on how many boots a character can wear, I personally have two boots and two rings on my Bzaro.
